Chair of the Ontario Labour Relations Board, Chair, Ontario Labour Relations Board, 1974-1976;  Deputy Minister of Labour, 1976-1986; Agent General for Ontario, Asia/Pacific Region, Tokyo, 1986-1990; Deputy Minister of Industry Trade and Technology, 1991-1992; and Consultant and Advisor on Economic Development to the Premier of Ontario,1992-1995.

On leaving public service in 1992, Mr. Armstrong continued his arbitration/mediation practice, T.E. Armstrong Consulting, and during the same period was counsel to McCarthy Tetrault LLP until 2001.

In addition to his consulting work and counsel activities, he accepted a number of assignments from the Ontario government including work on the Health Services Restructuring Commission, 1998-1999, and in 2002 was appointed arbitrator/mediator under the City of Toronto Labour Disputes Resolution Act, 2002.

He has authored and co-authored a number of special studies including ICI Construction in Ontario:  A Review of Competitive Disadvantage and its Measurement, May 28, 2002; Attacking the Underground Economy in the ICI Sector of Ontario’s Construction Industry, March 2004; and Impact of Fair Wage Policies on the Construction Industry, February 2006.  He is also a periodic contributor of op-ed comments to The Toronto Star and The Globe and Mail on trade, labour and related issues.

In 2008, he was appointed by Order-in-Council to study and report to the Minister of Training, Colleges and Universities on the apprenticeship system in Ontario.  His report included a recommendation to establish a College of Trades in Ontario, which was accepted and resulted in the passage, in October, 2009, of the Ontario College of Trades and Apprenticeship Act, 2009.

Mr. Armstrong has served as a corporate board member (Algoma Steel, deHavilland, Interlink Freight, the Toronto Design Exchange) and is currently Chair of the Radiation Safety Institute of Canada, a member of the Patented Medicines Prices Review Board and a member of the Ontario Press Council.  In 1995 he received the Order of Ontario in recognition of his contribution to public service.
